A Single member Town and Country Planning Development Authority for Shimla Planning Area consisting of Town and Country Planner was constituted in November 1978 vide Himachal Pradesh Public Works Department notification No:9-12/72-PW(B) dated 4.11.1978.  The single member Town and Country Planning Authority was substituted by full fledged Shimla Development Authority vide Himachal Pradesh Government notification No:PW(B)15(14)/82 dated 14.12.1983.  Now, the Himachal Pradesh Government vide their notification No:PBW:15-14/83-I dated 14th of November, 1994 has merged the Shimla Development Authority, Special Area of development Authority for Kullu Valley special area, the Town and Country Planning Areas viz; Hamirpur, Mandi, Parwanoo and Barotiwala and Authority known as "Himachal Pradesh Nagar Vikas Pradhikaran" has been created.
