CEO-cum-Secretary, HIMUDA welcomed the Chairman and all the participants and requested that Agenda items be pursued for decisions which were discussed as under:-

 

1.                     Providing Water Supply Scheme to Surrounding area of Chamba Town.HP.

(Rs. 60.23 Lakhs)

 The project is proposed to provide water supply to the surrounding left out area of Oberi, Mai-Ka-Bag and Sultanpur in Chamba Town. The DPR was prepared by I&PH Department for an estimated cost Rs. 60.23 Lakhs. The project envisages augmenting the water supply in the area from the 94,000 lts/day to 5.68 lakhs lts/day for the projected population of 4597 persons, offices, hospitals, student hostel and 790 urban poor in two zones. During the discussion it was observed that the projected demand is based on 125 lts/day/capita (lpcd) rate of supply as against the CPHEEO norm of 135 lpcd for the towns having sewerage system. In fact the Chamba town already has sewerage system and also proposed to augment the capacity under UIDSSMT. The Chairman desired that a comprehensive water supply project should be prepared for the whole town for 24 hrs water supply @ 135 lpcd while integrating the existing water supply system. The requirement of water for fire fighting should also be considered while projecting the demand. Town & Country Planner, TCPO informed that all norms, standards and guidelines for preparation of DPR for water supply project as per CPHEEO Manual are in the Ministry of Urban Development Web Site (www.urbanindia.nic.in) which may be referred before preparing the proposal.

 The approval of the project has therefore been deferred and it was decided that the I&PH Department will prepare a fresh DPR considering the above observations and submit to SLNA (HIMUDA) for appraisal before the project is placed in the SLSC meeting for consideration.

 2.         Providing Sewerage Scheme to left out area of Chamba Town (Rs. 432.185 lakhs)

The DPR was prepared by I&PH Department and envisages to provide sewerage system for the localities of Hardaspura (Upper & Lower), Ladi, Mugla, Thukrer, Minda, Adarshnagar, Jukhrari and Kuian in the surrounding areas of Chamba town. The area falls outside the existing Sewerage System of the town. Presently waste water and sewage is disposed off into the drains through septic tanks having serious environmental and health hazards. The project proposes to provide 13.7 km of sewer line having about 478 inspection chambers and five treatment plants with a total capacity of 1.599 MLD designed for 30 years with three years of construction period serving population of 3830 persons. The proposed area has been divided into five zones having separate treatment plants. It is proposed in the DPR that O&M cost will be met with the monthly billing @ 50 % of the monthly water billing.

             The project was approved for Rs.432.185 lacs and the SLSC also approved 1.5% of the approved cost for preparation of DPR

 3.        Any other item

 The Chairman desired that preparation of DPRs of other towns may be expedited by the respective department/agencies and placed in the next SLSC meeting and Power point Presentation should be prepared for each project covering the salient features justifying all components of DPR for the SLSC.  

The Town & Country Planner, TCPO, Government of India requested that appraisal report along with summary of the DPR and technical appraisal may be sent to TCPO/MoUD well in advance so that appropriate suggestions / comments / observations may be sent to HIMUDA before the SLSC meeting.  He also informed that total central allocation during the current financial year is Rs.1.92 crores and allocation for the entire mission period (2005-2012) is Rs.17.44 crores under UIDSSMT for the State of Himachal Pradesh. Till date Rs.7.49 crores have been released for 7 projects in 3 towns.
