Minutes of the meeting of Sub-Committee of JNNURM held on 14.11.2007 under the Chairmanship of Shri Tarun Shridhar, Secretary (UD), Govt. of HP, to review progress of JNNURM implementation.

         At the out-set Shri Tarun Shridhar, Pr. Secretary (UD) & Chairman of the Sub-Committee welcomed all the Members and Agenda was discussed as under:

 

   SANCTIONED PROJECTS:

 

Item No. 1.  Implementation of Solid Waste Management:

 

                     Chief Engineer HIMUDA informed that within a week time estimate of road leading to site ( about 700m length) will be ready and submitted to MC Shimla. The chairman directed that to meet the cost of road case may be forwarded to Govt. immediately .It was informed by Commissioner MC that draft tender document  based on BOT concept has been received and will be finalized shortly . The chairman directed that since model code of conduct is in force due to ongoing election so after finalizing the tender document case may be referred to Chief electoral officer for permission to call the tender & by January end work should be awarded. It was stated by Executive Engineer MC that site is clear and only demarcation from revenue authority is to be taken.

                                                                                            

Item No. 2.  Widening and lowering of existing tunnel near Auckland

House School on Motor Round road, Shimla:     

 

           

         The Chairman asked HIMUDA to send the case for release of 2nd installment. Chief Engineer HIMUDA stated that utilization certificate as per prescribed format is still awaited from the HPPWD.

 

 

Item No. 3.  Housing Scheme for the Urban poor of Shimla Town:

 

 

 

                     The Commissioner M.C, Shimla stated that clearance of Forest department is still awaited and case is pending in the office of forest Department. Chairman directed to expedite the clearance and handover the site to HIMUDA.Till the site is handed over to HIMUDA tender formalities may be completed .

 

PROJECT SUBMITTED TO GOI:

 

Item No. 4.  Up-gradation of Golf Course from nine holes to eighteen holes

                      in  Naldehra,  Shimla.

 

                     Chief Engineer  HIMUDA stated that approval from Central Govt. is still awaited .

 

PROJECTS TO BE SUBMITTED TO GOI:

It was stated by Chief engineer HIMUDA that observation about these projects stand conveyed to concerned quarters. MC resolution which is pre-requisite has not been submitted till date

The Chairman directed MC to furnish the same immediately and HIMUDA should forward all the projects to GOI by 31st December after the approval of SLSC through circulation.

In addition, the Project report for 5 No. tunnels is to be submitted to Govt. of India for approval.  As discussed in previous meeting the Consultants for this work has been short listed and DPR will be submitted by 31.12.2007.

 

 

7. Water Supply and Sewerage System for Shimla Town:

 

Executive Engineer I&PH stated that Draft DPR for water supply and sewerage stands submitted to MC Shimla by consultant and it is to be finalized by MC Shimla  authority.

            The chairman directed that both the DPRs i.e. Remodeling distribution system for water supply and Sewerage system of Shimla town should be expedited and submitted to Govt. of India. It was stated that MC should scrutinize draft DPR after wide consultation and finalise it by the end of November. Similarly after the completion of sanitary survey DPR for sewerage system should be finalized by December end.

                                               

Item No. 6.     Comprehensive Movement Plan (CMP):

 

The Chairman directed that all projects under this head should be forwarded to HIMUDA so that these can be placed for the clearance of SLSC after making  presentation to the committee immediately.

 

Item No. 7.     Gravity Water supply Scheme from Pabbar river with alternate from Kol Dam site.

 

                  Pr. Secretary(IPH) stated that survey work is in progress and accordingly further scheme will be framed.

       

 

Item No. 8.           Comprehensive Sanitation Plan:

 

       The Chairman again asked MC to focus on the issue and come out with proposal in the next meeting.

 

 

Item No. 9.           Regional Sanitary Landfill:

 

       The Commissioner MC informed that bids for preparation of project report for sanitary landfill has been received and will be finalized shortly.

 

 

Item No. 10.         Housing for Urban Poor & other Projects:

 

      The Chairman asked D.C. Shimla to expedite the issue of housing for urban poor in terms of preparing a comprehensive plan oh housing for the poor incorporating the needs of slum dwellers, long term poor residents, migrants, women, rental housing aspirants etc. It was also discussed that matter of tenancy of such accommodation and recovery period etc be handled sensibly so that benefits are conferred on actually deserving people and are not transferred.

Item No. 11:Reforms Agenda Status:

 

Jt. Secy(UD) stated that  DO note stands sent to GoI requesting that timeline given for property tax reforms may be postponed as Election are due in the state.

                 

 

Item No. 12:  Funds Flow:

 

                         The Commissioner MC stated that fund of the project for housing for which HIMUDA has been executing agency may be routed through MC Shimla being implementing agency. The directed HIMUDA being nodal agency  to comply .  Status of  other projects remained same as was discussed in last meeting

 

 

Item No. 13:    Progress Reports:

 

                      The Chief Engineer HIMUDA stated that QPR for quarter ending in September  stands sent to GoI.

 

 

Formation of PMU and PIU were also discussed and the Chairman stated it should be framed as per the instruction of JNNURM so that it can be conveyed to GoI.
